Why PayTM, PhonePe and Mobikwik and other wallets are tightly coupled with Indian Mobile number and doesn't allow NRE & NRO Account holder with foreign number to use this?

I recently came to India from USA for few months and I tried to use OLA and other facilities frequently. Sometimes when I visit or use any OLA or Uber, they ask for PayTM & PhonePe payment when we don't have change money. I have local NRO account in SBI and HDFC Bank which is linked to my foreign mobile number.I took one Indian Airtel mobile number but when I am trying to register to PayTM & PhonePe, it's not allowing as PayTM, PhonePe and Mobikwik and other wallets are tightly coupled with Indian Mobile number and Indian number must be linked to my bank account.I am facing so much problem everywhere as people hardly keep any change money and most of the vendor accept only PayTM, PhonePe and Mobikwik.Why PayTM, PhonePe and Mobikwik and other wallets are tightly coupled with Indian Mobile number and doesn't allow NRE & NRO Account holder with foreign number to use this?Is it going to change in future as a lot of NRI are facing issues because of this?
