Why Bihar, Chattisgarh, UP and MP are least developed while Tamil Nadu and Kerala are most developed?

The committee used the criteria of poverty ratio and per capita consumption to arrive at its conclusions.As per its calculations, Bihar will get 12.04% of the total funds allocated while UP, at 16.41%, will get the largest share.Least developed StatesBiharChattisgarhOdishaUttar PradeshMadhya PradeshMost developed StatesGoaKeralaTamil NaduRelatively developed StatesPunjabMaharashtraUttarakhandHaryanaThe question is UP and Bihar are getting 16% and 12% of largest Funds every year but still why these starts are not developing and other states are able to develop?
