Why Bengaluru has so poor infrastructure despite being Silicon Valley of India?

Bengaluru is India's Silicon Valley having office of biggest companies like Apple, Microsoft and Google. A lot of IT companies are there and around 100k IT developers are working in various organizations.

I visited Bengaluru recently and found a lot of issues there.

Lack of Infrastructure:

I visited various parts of Bengaluru like Marathahalli, Whitefield and Sarjapur Road. There is no proper infrastructure. Buildings and Companies are made here and there without any proper planning.

Roads are having a lot of potholes here and there and even road divider are not properly constructed.

Roads are full of dirty smoke here and there and one need to cover his face to be safe.

Lack of Public Transport:

There is hardly any proper buses or public transports in Bengaluru. I wanted to visit from Marathahalli to Sarjapur but hardly could find any good transport.

I had to book Ola cabs but those cab have many issue. Cabs are very dirty and very poorly maintained.

I booked Ola AC Cab but driver didn't even care to start the AC until I have to fight with him. Drivers are giving excuses to not starting the AC despite charging extra money for AC.

Lack of Traffic Rules:

People have very poor civic sense in Bengaluru. Nobody follows the traffic rules and people even run Auto and Taxi in reverse direction.
