Why Pakistan couldn't develop itself like India & Singapore developed so fast?

Pakistan, India & Singapore all became independant at same time almost in 1947.Singapore has become one of the most developed nation in Asia and having one of the stable and strongest currency. Singapore has developed it's infrastructure very nicely in last 25 years. Since Singapore is a small nation, it concentrated on it's port and infrastructure and made it one of the safest country in the world. Apart from infrastructure, Singapore has developed it as IT Hub and Banking hub where all biggest Bank have opened their offices in Singapore. Singapore is earning so much revenues from international banks and from tourism because it is one of the safest nation.Though India has one the most diverse population, yet it was able to develop itself one of  biggest IT Hub in Bengaluru and Mumbai where thousands of MNC and USA companies have opened their offices. Amazon, Google , Microsoft , Apple and every biggest company in the world have opened their offices in India in last 30 years which is giving jobs to million Indians as well as million of revenue to Indian government. Many Indians have even showed their talent across globe where CEO of some biggest companies Google , Microsoft are Indian born NRI. India have one of the largest software engineers who are working in India as well as across Europe USA and across globe.Now if we talk about Pakistan, it has one of the most important Karachi Port and it has also very nice geographical location which connect many nation to other nation. It has also very fertile land.Still why it couldn't develop it's own IT Hub or infrastructure?
