I am software developer having 12 years of experience in Java in Singapore. How to get permanent job in Singapore?

I am software developer having 12 years of experience in Java in Singapore. I am working in Singapore since last 6 years but only I could get contract job through consultancy. Every year contract is getting extended for 12 months only and sometimes in fear of not getting contract extension, we have to search for another job. This is very stressful and tedious process.I am on Employment pass and I have applied PR 2 times but it got rejected. There are few times I applied for permanent job but they say PR only can apply.How can I get a permanent job in Singapore?
