Why Singapore Permanent Residency PR is too difficult to get for Indian techies who are working in Singapore while Australia & Newzeland giving upfront PR to Indian techies?

I know a lot of people who are working since 5-8 years in Singapore as software engineers and earning a good salary and paying taxes to Singapore government. These people giving a huge contribution to Singapore Economy as well their journey to progress because Singapore needs foreign talent to work for their MNC as their population is just 6 millions. People are applying for PR while they have already spent 5-8 years working in Singapore but it's all getting rejected every time.Australia, Newzeland & Canada are giving upfront PR to Indians with their families. A lot of people who were working in Singapore and spent 7 years but they could get PR, have now got Australia and Canada PR and moved to those places.Having PR gives more confidence to people as they can live and work peacefully for 5 years at least without having fear of get deported if they loss job or their employment visa not renewed. This fear sometimes stopping them from future planning.It will be better if Singapore can provide PR to those people who have stayed longer time and contributing good to their Economy.Why Singapore is not giving Permanent Residency PR to Indian techies who are working and contributing to their Economy while Australia & Newzeland giving upfront PR to Indian techies?
